145 The first Bank of Clarke County scholarship was awarded in June of 1992 and was designed to award a student who would be attending Lord Fairfax Community College in a business curriculum. The annual award was, and still is, $1,000. Discussions began in earnest on expanding physically into the Winchester market in the spring of 1992. An opportunity to purchase a former First American Branch at 625 East Jubal Early Drive presented itself and was subsequently approved by the Board. The Bank’s Jubal Early Branch opened on August 10, 1992 with Mrs. Janet Luttrell (an Assistant Vice President) as its first manager. A string of one dollar bills served as the ribbon during the ribbon cutting at 9 A.M. A certificate of deposit special was offered in conjunction with the branch opening – a 90-month, 6% CD. Miss Barthel retired in July of 1992 after 47 years’ service and working for six of the bank’s seven presidents. Mrs. Seibel also retired that month. A parcel of land on Senseny Road in Winchester was purchased in August of 1994 from Mr. Ben Crim and plans were begun to build a new branch there. Dr. Marilyn C. Beck and Mr. Thomas T. Byrd were elected as new Board members on February 8, 1995. Dr. Beck was the President of Lord Fairfax Community College and Mr. Byrd was the owner and publisher of The Winchester Star, Incorporated. A mortgage company named Eagle Home Funding was formed in the spring of 1995. It operated as a subsidiary for several years and was then folded back into the Bank of Clarke County as an expanded mortgage loan department. The Senseny Road branch, the fourth location for Bank of Clarke County, opened for business on June 16, 1995 with Mr. Jeff Boppe its first Branch Manager/Loan Officer. Bank of Clarke County agreed to purchase the Stephens City Branch of First Union National Bank on October 18, 1995 for $700,000 in land and buildings, $110,000 in equipment and furniture and deposits at a 10.05% premium. Total deposits transferred to Bank of Clarke County were $8.5 million. The branch, the fifth in the Bank of Clarke County family, opened on March 18, 1996 with Mr. Harry Leipfert as its first Branch Manager. The end of 1995 saw the promotions of Mrs. Laura Lloyd to Vice President of Operations and Branch Administrator, Mr. James W. McCarty, Jr. to Controller of the Bank and Holding Company and Mrs. Debbie Edwards to Assistant Cashier and Branch Manager. Sensing the need to broaden the avenues in which to develop business, Bank of Clarke launched its website in 1996. Locations, hours, news and account information was available. Since its launch, the site has been enhanced to include trust and investment information, links to a global ATM directory and interactive loan applications, as well as check reordering , access to credit card information and financial calculators. Mrs. Hudson retired in 1996 after working at the Boyce Branch, which had the distinction of being one of the most robbed banks in the state. “The thing I will miss the most is the close association I have enjoyed with my customers and the people in and around Boyce.
