He was formerly a commercial loan officer with First American Bank, an auditor for Shenandoah Valley National Bank and an accountant with Barbour, Drunagel and Renner, Inc. of Winchester. The Board discussed the potential of forming a one-bank holding company in the spring of 1984 but agreed not to pursue it further at the time. The Board extended their gratitude to the Clarke County Board of Supervisors for allowing the bank to use the Supervisors’ meeting room in the Circuit Courthouse for weekly Board meetings from November 3, 1983 to June 21, 1984 while the bank was undergoing the extensive renovation and addition. “The cooperation and generosity of the Clarke County Board of Supervisors allowed us to continue to conduct our meetings in an orderly and businesslike manner without interruption.” Renovations were completed in the fall of 1984 and an open house was hosted on Saturday, November 10, 1984 from 3:00 to 6:00 P.M. This was the fifth open house in Bank of Clarke County’s history. A new credit card program was launched on June 13, 1985 through First National Bank of Christiansburg. A portrait promotion through PCA International was offered to advertise the new product and many customers took advantage of the offer. In late 1985 Mr. McWilliams, Jr. resigned. As a result, Miss Wisecarver was promoted to Senior Vice President and Cashier; Mr. Bowerman to Senior Vice President and Senior Loan Officer; and Mr. Milleson to Assistant Vice President. Mr. E. Scott Smalley was appointed Legal Counsel to the bank. In January of 1986, Mrs. Hudson was promoted to Assistant Cashier and Branch Manager, Mrs. Daisy McDonald to Assistant Cashier and Head Bookkeeper and Mrs. Evangeline Seibel to Assistant Cashier and Head Teller. In April of that year bi-weekly mortgages were first offered to mortgage customers. President Ewing spoke to the stockholders at the April 24, 1986 meeting addressing mergers and takeovers: “Hardly a day passes that you don’t hear or read about a merger or a take-over of another small bank by one of the larger statewide holding companies. While we have not had any formal offers of merger, the possibility – maybe probability – is always there.
